Kino arrives at a country during a deadly Colosseum event. The king of the country started the annual event seven years ago. The winner is granted citizenship and the power to create or change a single law. Kino is mistaken for a boy and enters the event for fun. Kino beats her opponents without killing them with her two guns till the end.
Kino over hears that there is no punishment for stray bullets and devises a plan to change the country. Kino destroys the country and leaves. On the road her sees Prince Shizu again; Shizu thanks Kino for what she has done and they part ways.
